Since you included Dugg, an Omni card, you might as well add Navi and Raa (also Omni) or Diplomatic Exploration (Star Trek)
Moreover, Quest for Balance is just plain bad. By the time you win with it, you're probably already won with damage.
Dugg's probably my favorite, but I find comboing with Overseers opens you up to more heal effects (and also lets you not run him in command but still be practically guaranteed to have him by turn 5 thanks to Search for the Key). Raa would be a close second.
