What are the best and worst special-win cards?

With cards like Shrine to the Heavens; Counting the days; Ju-Lin; Who Rewrites History; Quest for balance and the combo Dugg+Great Fortress of Xia Han to win the game without attacking.
What are your favourite of these cards?
And the least ones?
If I skip any of these type of cards, point it, please.

Since you included Dugg, an Omni card, you might as well add Navi and Raa (also Omni) or Diplomatic Exploration (Star Trek)
Moreover, Quest for Balance is just plain bad. By the time you win with it, you're probably already won with damage.
Dugg's probably my favorite, but I find comboing with Overseers opens you up to more heal effects (and also lets you not run him in command but still be practically guaranteed to have him by turn 5 thanks to Search for the Key). Raa would be a close second.
